Ohio Gambling Lobbyists Push for a State Referendum on Legalization
Like in many other states, gambling lobbyists in Ohio are currently involved in a strategizing frenzy. These gambling proponents are trying to figure out the best way to allow some forms of legalized gambling in their state.

According to the precedents set by nearby states, there are two ways in which gambling is typically introduced into a certain area: by legislative decree, or by popular vote. Lobbyists have been hard at work in discovering which method is more likely to result in the maximum amount of legalized gambling in Ohio.

Terry Casey, who represents Ohio Native Americans in their quest for permission to build casinos on their tribal lands, believes that the issue will probably be put to a statewide vote sometime next year. “I think we'll see early next year some type of proposal, and I really believe we will look at some options -- like going directly to the public and avoiding the legislature,” he told press sources.

A statewide vote would give individual communities the option of authorizing casinos through an additional, local vote. Neil Clark, who represents the Beulah Park track in Columbus, agrees that this type of vote is probably in the cards for Ohio.

Ohio gambling lobbyists have conducted extensive survey research on the state’s population. They have found that Ohio-dwellers have some, although limited, enthusiasm for the introduction of gambling venues. “In general, we didn't find in the polling that casinos were all that favorable, but that doesn't mean that some form of slots wouldn't be acceptable,” Clark said. In West Virginia, slots were legalized through this type of popular vote.

Opposition to gambling legalization by Ohio residents has been dwindling, some say, because of legalization in nearby states. Many forms of gambling are already permitted in nearby Indiana, West Virginia, Michigan and Ontario, Canada, and these places draw a significant amount of money from Ohio residents. Furthermore, the gambling options are widening: Pennsylvania and Florida, for example, have both made major recent additions to the forms of gambling that are legal in their respective states.

Legalization of gambling could generate $500 million to $900 million in revenue for Ohio. One of the most vocal activists against putting a gambling referendum to the Ohio public is David Zanotti, the Cleveland-area head of the conservative American Policy Roundtable. His experience in anti-gambling activism is bountiful; Zanotti has headed campaigns against gambling proponents since they first began lobbying for legalization legislation in 1990. Recently, Zanotti called a press conference to raise questions as to the legality of gambling proponents’ proposed strategy. The Ohio Constitution calls for “uniform operation of laws across the state,” Zanotti said. “Their divide-and-conquer strategy is probably not constitutional.”
